Can an FTA overide the rule that teams cannot ground to the field?

My teams robot is having extreme static electricity problems, which our state FTA has seen many times, and doesn’t know what to do to fix it. When we ground to the field (have a chain that touches the ground from our chassis) the problems goes away, for the most part. Can the fta let us do this at a competition even though it is against the rules?
