Is voltage stabilizer usable in the game?
No, voltage stabilizers do not appear to be allowed per RE16 (since nothing in the game manual mentions that class of device). I would almost guarantee that would also be the answer if you asked on the Q&A, but that would be the definitive source for an answer.
