It is unclear in Game Manual One, so I was wondering if it was allowed to use pre colored paper such as the kind you get at the store which is still 20 pound, 8.5 x 11, just colored red instead of bleached.

The ftc-qa has answered this question in question 142. A lot of paper that is dyed has a heavier weight than 20 lb, but it’s still possible to find dyed bonded paper and this question confirms that it’s allowed so long as the weight is correct.
